Mission: As Principal Project Manager assigned to the NATO C3 Agency €1b Alliance Automated Information System programme,
solicit software and hardware acquisition, software engineering, system integration and information security support.
As Programme Manager, I supervise the stabilization and enhancement of one the main critical North Atlantic Treaty Organization operational
system, the Maritime Command & Control Information System (MCCIS). There is a vast user base, spread all over the world mainly within the
EMEA area.
Introducing new tools and techniques for fostering good communication and fast results but also thanks to a strong focussed personality,
MCCIS users from 21 NATO sites and 26 Nations acknowledge that decisions materialised into concrete results that better suit their needs. My
software engineers are based in San Diego (US), The Hague (NL) and Southampton (UK).
Means: Definite period contract on a rotational post ending in Sep. 2008. Seeking new assignments.
Appraisal: - Manage the Maritime Command and Control Information System (MCCIS) Stabilisation and Enhancement programme: a
large, complex and critical mission aiming at transferring the responsibility for the MCCIS from the Allied Command Transformation (ACT) to
Allied Command Operations (ACO) contingent upon the completion of enhancements to the existing hardware and the Northrop Grumman commercial
off-the-shelf (COTS) software and training materials and the establishment of new support procedures and capabilities for the NATO CIS
Services Agency (NCSA).
- As Deputy Project Manager for the Functional Services Integration project, managed the PRINCE2 Process Action Team based on the Capability
Maturity Model Integration (CMMI) approach which led to the acceptance within the Bi-SC AIS Integrated Programme Team of a formal project
management methodology.
- Implemented Earned Value Analysis (EVA) technique with contractors for progress status reporting.
Resource Manager / Programme Manager
Mission: As Administrator in the Directorate General Financial Control, perform lateral analyses of the quality of financial
management of the Authorising Officers and develop of models for risk analyse purposes. Follow-up of the control tools and their use to
ensure a uniform application and assure coherence. Co-ordinate the relations and the work related to the other Institutions. Participate in
inter-service meetings and co-ordinate responses to consultations. Prepare the annual report and other periodic reports on the activities of
the Financial Control.
As Head of the Finance and Legal Unit of the European Training Foundation, oversee financial reports, treasury, financial and management
accounting. Review execution and monitoring of the budget and a project portfolio, including centralised procurement-related activities.
Prepare financial items for senior management in close co-operation with Planning, Monitoring and Evaluation unit.
Appraisal: - Following a special request from the European Commission Financial Control Director General, Ms. Kitzmantel,
prepared a detailed risk analysis of the general budget presented in Strasbourg on 24 Sep. 2002 to Ms. Schreyer and Mr. Niall Kinnock,
chairman of the European Commission Audit Committee.

- Made recommendations on the way departments apply the general principles governing public contracts awarded.

Beneficiaries of the Plan by monitoring the overall running of the Plan.
As Functional & Technical Manager, supervise all controlling aspects of the implementation of the SAP R/3 Enterprise Resource Planning
package. Co-ordinate the activities of the Steering Committee of the SAP implementation programme. Develop and monitor expenditure plans for
cost centres, project and programmes. Provide senior management with advice on the effective use of the Bank's resources. Supervise
outsourcing to SAP, PLAUT, KPMG, etc.
Appraisal: - As a business administrator, supervised all financial management aspects (controlling) of the development,
implementation and support of SAP R/3.
- Coordinated the development and maintained the Position Planning and Monitoring System on SAP R/3.
- Secured partnership with consultants, training companies as well as the industry namely Accenture, Price Waterhouse Coopers, SAP, PLAUT,
